Individual CDF projects, constituency by constituency, each traced to a published source. Tracking began with a Lusaka pilot and now covers every province where councils publish project lists. Coverage is deepest where councils publish, and thinnest where they don't — the counts below are what is published, not all that exists. Pick a province, then a constituency, then a project. One reading rule: a project's status mirrors the stage its source documents — constituencies whose councils publish approval lists show "Approved" projects, while constituencies that only publish handovers show "Completed". Every completed project was approved first; if that step was never published, the tracker doesn't invent it.
